Potential transfer of municipal education management for interested municipalities

Objective(s)

The municipal education monitoring project within the scope of the “Lernen vor Ort” [“Local Learning”] programme of the German Federal Ministry for Education and Research (BMBF) has supported municipalities across Germany in the development and implementation of comprehensive management for lifelong learning since 2009 based on regular statistical and other data. Beside the classic educational fields, the aspects developed and implemented also include competence development in the interplay between formal, non-formal and informal learning activities, transitions in the education system and educational activities in the form of educational counselling and networking. Based on meaningful indicators for the entire field of education, municipal decision-making, planning and management are to be effectively consolidated and supported by the municipal educational monitoring.

The ensuing project on transfer agencies for municipal educational management aims to prepare the findings and information compiled during the “Lernen vor Ort” [“Local Learning”] programme and to make these available to all interested municipalities. One central aspect here is the provision of application guidelines on municipal educational monitoring as a service for administrative districts and independent towns. These guidelines offer a comprehensive introduction to the subject of municipal educational monitoring and explain the customary national and international theoretical bases for educational monitoring in the process. One further central work focus involves advising transfer agency staff on setting up municipal educational monitoring.

Mit dem Projekt „Kommunales Bildungsmonitoring“ im Rahmen des BMBF-Programms „Lernen vor Ort“ wurden seit 2009 bundesweit Kommunen dabei unterstützt, auf Basis von regelmäßig verfügbaren statistischen und weiteren Daten ein ganzheitliches Management von Lernen im Lebenslauf zu entwickeln und umzusetzen. Das entwickelte und umzusetzende Konzept beinhaltet neben den klassischen Bildungsbereichen auch die Kompetenzentwicklung im Zusammenspiel von formalen, non-formalen und informellen Lernaktivitäten, Übergänge im Bildungssystem sowie Bildungsaktivitäten in Form von Bildungsberatung und Bildungsnetzwerken. Auf der Basis von aussagekräftigen Indikatoren für den gesamten Bildungsbereich soll die kommunale Entscheidungsbildung, Planung und Steuerung durch das Kommunale Bildungsmonitoring wirksam fundiert und unterstützt werden.

Das daran anschließende Projekt "Transferagenturen Kommunales Bildungsmanagement" zielt darauf, die im Programm Lernen vor Ort gesammelten Erkenntnisse und Informationen für alle interessierten Kommunen aufzubereiten und zur Verfügung zu stellen. Ein zentraler Punkt ist die Bereitstellung eines Anwendungsleitfadens Kommunales Bildungsmonitoring als Serviceleistung für Landkreise und kreisfreie Städte, der als eine umfangreiche Einführung in die Thematik „Kommunales Bildungsmonitoring“ dient und dabei die national und international üblichen theoretischen Grundlagen erläutert, auf denen ein Bildungsmonitoring basiert. Ein weiterer zentraler Arbeitsschwerpunkt besteht darin, im Hinblick auf die Etablierung eines kommunalen Bildungsmonitorings für die Mitarbeitenden von Transferagenturen beratend tätig zu sein.
