Abstract

Questions

The project investigates the integration of digitalisation in programmes offered by adult education centres, as well as the educational demand in a digitalised society and, according to their public education mandate, the centres’ activities to ensure society’s participation in cultural education programmes.

  1. How is digitalisation embedded in the functions of cultural education and the education-theoretically founded objectives?
  2. Which acquisition, learning and application processes are brought into focus in programmes and programme planning? Which processes are relevant for participants?
  3. Which challenges and chances does digitalisation provide for both cultural education and programme planning at adult education centres as well as acquisition (learning) processes of participants and the ways in which participations apply what they have learnt and benefit from this?

The project also observes the functions and educational objectives of cultural education to analyse how digitalisation supports social (education objectives) and subjective (functions) application expectations in cultural education and if they are transformed and expanded.

Objectives

The project's overall objective is to build an empirically based theory on the chances and challenges of digitalising in cultural (adult) education in order to support programme planning as well as the acquisition processes of enquiring participants, using a representative sample of adult education centres. In detail, it focuses on the following aspects:

  1. description of current programme structures,
  2. challenges and strategies for programme planners in the field, and
  3. participants' acquisition and application processes as well as benefits targeted and describable in programme planning.

Firstly, a representative systemisation of adult education centre programmes for the status quo of digitalisation of cultural (adult) education in Germany will be provided, for which 50 random adult education centre programmes will be analysed by categories (sub-project of Leibniz University Hanover). Subject to this framework, theoretically and empirically founded functions and educational objectives of cultural education, participation portals, target groups and the digital integration in the programme itselfs are key elements of the project.

Secondly, a deeper insight (in-depth programme analysis) into the chances and challenges of programme planning on the one hand and possible learning, acquisition and application process of participants on the other hand, will be developed by examining examplary programmes provided by adult education centres. The objective is to examine the programmes and their application/benefits, as well as the programmes' announcements and their presentation as an outcome of complex planning and developing processes.Professional programme planning is connected to analysed programme structures as well as subjective learning and application processes as an outcome of connecting the perspectives programmes, programme planning as well as acquisition and application processes.

The sub-project conducted at the German Institute for Adult Education analyses the development of education demand and identifies the strategies of adressing target groups in interviews with programme planners. In addition, new insights into self-learning processes in cultural education programmes through digital contents and accesses are generated by interviews conducted with particapants.

Fragestellung

Das Projekt erschließt, wie Digitalisierung in die VHS-Angebotsstruktur integriert ist, welche Bildungsbedarfe in der digitalisierten Gesellschaft bestehen und wie die VHS mit ihren Angeboten darauf reagieren, um gemäß ihres öffentlichen Bildungsauftrags die Teilhabe an kulturellen Bildungsangeboten für breite Bevölkerungsschichten sicherzustellen.

  1. Wie bettet sich Digitalisierung in die Funktionen Kultureller Bildung und ihre bildungstheoretisch begründeten Bildungsziele ein?
  2. Welche Aneignungs- und Lern- sowie Nutzungsprozesse werden einerseits im Angebot und dessen Planung fokussiert, und welche Prozesse finden andererseits auf Seiten der Teilnehmenden statt?
  3. Welche Herausforderungen und Chancen bietet die Digitalisierung in der Kulturellen Bildung sowohl für die Angebotsplanung in der VHS als auch für die Aneignungs- und Nutzungsprozesse der Teilnehmenden?

Mit der Betrachtung der Funktionen und Bildungsziele Kultureller Bildung soll zudem analysiert werden, wie die Digitalisierung gesellschaftliche (Bildungsziele) und subjektive (Funktionen) Nutzenerwartungen an Kulturelle Bildung stützt bzw. ob diese transformiert und erweitert werden.

Projektziel

Das Gesamtziel des Forschungsprojektes ist es, eine empirisch basierte Theoriebildung zu den Chancen und Herausforderungen der Digitalisierung Kultureller (Erwachsenen-)Bildung für die Angebotsplanung und die Aneignungsprozesse der nachfragenden Teilnehmenden am repräsentativen Beispiel der VHS zu leisten. Konkret geht es um folgende Aspekte:

  1. Beschreibung aktueller Angebotsstrukturen;
  2. Herausforderungen und Strategien für die planenden Akteure im Feld und
  3. in der Programmplanung anvisierte und beschreibbare Aneignungs- und Nutzungsprozesse durch die Teilnehmenden.

Dazu wird erstens eine für die Volkshochschullandschaft in Deutschland repräsentative Systematisierung der VHS-Angebote zum aktuellen Stand der Digitalisierung Kultureller (Erwachsenen-)Bildung geleistet. Dies erfolgt über eine kategoriengeleitete Programmanalyse von etwa 50 zufallsausgewählten VHS-Programmen (Teilprojekt Leibniz Universität Hannover). In diesem Rahmen werden theoretisch und empirisch begründete Funktionen und Bildungsziele Kultureller Bildung, Zugangsportale, anvisierte Zielgruppen und die Integration des Digitalen im Angebot selbst im Projekt fokussiert.

Zweitens soll anhand exemplarischer VHS-Angebote ein vertiefter Einblick (vertiefende Angebotsanalyse) in Chancen und Herausforderungen der Angebotsplanung einerseits und in die ermöglichten Lern-/Aneignungs- und Nutzungsprozesse der Teilnehmenden andererseits gegeben werden. Ziel ist hier, die Angebote selbst und deren Umsetzung, wie auch die formulierten Ankündigungstexte für die Angebote sowie die Präsentation der Angebot als Ergebnis eines komplexen Planungs- und Aushandlungsprozesses zu betrachten.

Im Teilprojekt am Deutschen Institut für Erwachsenenbildung werden parallel dazu zum einen über Interviews mit Programmplanenden u.a. die Erschließung von Bildungsbedarfen und -bedürfnissen erhoben sowie Strategien der Zielgruppenansprache identifiziert. Durch Teilnehmenden-Interviews werden darüber hinaus Erkenntnisse dazu generiert, welche Selbstaneignungsprozesse in den Angeboten Kultureller Bildung durch digitale Inhalte und Zugänge ermöglicht werden.

In der Verschränkung der Perspektiven Programmangebot, Angebotsplanung und Aneignungs- und Nutzungsprozesse wird dann das professionelle Planungshandeln sowohl mit den analysierten Programmstrukturen als auch subjektiven Lern- und Nutzungsprozessen in Verbindung gebracht.
